110th Executive Council under German chairmanship: recommendation of the new Director-General, budget, Syria, and Ukraine

The Executive Council, chaired by the German Permanent Representative, Ambassador Thomas Schieb, managed to agree on one single candidate for the position of the future Director-General and recommended Sabrina Dallafior Matter of Switzerland to be appointed by the 30th Conference of States Parties. This was preceded by a transparent and inclusive selection process lasting several months, which proved challenging, with eleven candidatures from different regions of the world competing and involving ten rounds of informal straw polls.


Furthermore, the organisation's budget for 2026/27 was also agreed on by consensus - for the first time since 2018. Also by consensus, a decision was adopted to allow Syria and the Technical Secretariat to accelerate the on-site destruction of chemical weapons (CW) under certain criteria.
Russia's violations of the Chemical Weapons Convention in the war in Ukraine once again dominated the agenda of the Council. Numerous States Parties called on the OPCW to identify those responsible, citing extensive evidence of the use of prohibited chemicals.
