The 104th Executive Council meeting took place from 11 to 13 October 2023.

Ambassador Thomas Schieb – while strongly condemning Russia's invasion of Ukraine – again called on the Russian delegation to comment on reports of Russian armed forces using riot control agents in Ukraine. More than fifty States Parties, including Germany, submitted a joint declaration on the occasion of the 10th anniversary of Syria's accession to the Chemical Weapons Convention (CWC). This condemns the Syrian regime's repeated disregard for the CWC. The declaration also calls on Syria to co-operate fully with the OPCW - the repeated violation of the CWC will not remain unpunished.
